Newborn(baby) NICOP from Overseas - anyone applied without baby's passport ??

Has anyone tried successfully to apply newborn/baby's NICOP (for those infant born abroad ) without them having applied or obtained a passport ?

Some time ago Nadra required a baby/infant to have a passport first in order to issue NICOP. Has this been changed or still required?

(This is for dual nationals I believe)

Yes. Our baby was born in Indonesia and I applied for his passport from Pakistani embassy in Jakarta. The counselor was professional and courteous and advised me to apply for NICOP for the baby at the same time, which I did. It took about 3-4 weeks for both passport and NICOP to come and I was asked by the embassy to pick the documents in person. Your Pakistani passport must be machine readable and both parents need to appear in person at the embassy, with their NIC or NICOP cards.

Did you also apply baby passport online ? Or at the embassy?
Here in Canada there's only online method for applying SNICOP for everyone.
Consulates can facilitate MRP applications though

I've managed to apply NICOP online for our babies.
Let's see the processing time with covid etc affecting courier services
