Aditi Prasad New Delhi July 7 2:30 PM IST

Indo-Pak watchers are sceptical, even cynical, of the impending summit between Pervez Musharraf and Atal Bihari Vajpayee.
There's reason to be - because despite all possible efforts, even after 53 years of Independence, India and Pakistan have failed to reach peace with regard to Partition's unfinished agenda - Kashmir.
"Nothing dramatic is expected of this Agra summit. Previous Indo-Pak meetings have also been fruitless and only great political and mass will on both sides of the border can bring in results. The most that this meeting might achieve is to ensure both countries interact at a political, bureaucratic and economic level," says PR Chari of the Institute of Peace and Conflict Studies.
Assuming that this Indo-Pak summit at Agra too backfires, then what?
Experts admit that if nothing concrete emerges from this meeting, both India and Pakistan have a lot to lose - with the scales tipped against Pakistan.
"This summit is mostly due to American pressure on both India and Pakistan. If after this meeting, Musharraf returns to Pakistan and Vajpayee to Delhi and it's business as usual in Kashmir, then American pressure on both sides is going to increase," says Chari.
"Considering that both India and Pakistan are armed with nuclear weapons now, and the fact that they are not even on talking terms, is a cause of great concern to the West, who has always wanted to gain a strong foothold in the South Asian region."
G Parthasarthy, former Indian High Commissioner to Pakistan, is not so pessimistic: "Even if nothing emerges from the talks, I will regard it a success if the two nations agree to just continue talking."
If the talks fail, says Parthasarthy, Pakistan will have more to lose as India is blessed with a vibrant democracy and a dynamic economy in comparison.
No, says Prashant Sarin, Executive Editor of People's Opinion. "Now, even if the talks are not fruitful, Musharraf will go back to Pakistan as a hero, claim that the bilateral track between India and Pakistan does not work and seek international mediation, which the US will only be too happy to provide."
India's earlier stand that Pakistan stop terrorism before initiation of dialogue, seems to have fallen flat on the face, with the Prime Minister's invitation to General Musharraf.
"Now irrespective of the outcome of the summit, Pakistan can continue with the twin track of 'terrorism in Kashmir' on one hand and 'dialogue and talks' on the other. So, they are in the win-win situation - Musharraf will be able to placate his people by continuing terrorism in the Valley as well as silence the international community, by pursuing dialogue with India," says Sarin.
While it seems that India has received no visible quid pro quo, Musharraf has gained by these talks, say some experts:
Pakistan's international isolation has more or less ended, because India has accepted Musharraf and also forgotten about the 'stop terrorism - before dialogue' theme.
Internally, Musharraf's coup has been legitimised to an extent by Vajpayee's invitation.
Musharraf, who was instrumental in fighting the Kargil war, is no longer being considered a war-monger.
Pakistan can merrily continue to follow the twin track of 'terrorism and talks'.
That said, no one denies the fact that if talks are even marginally successful, it will open up a whole lot of areas of cooperation.
"There may be easing up of visa restrictions, exchange of prisoners of war, and more trains and buses will run from Pakistan to India and vice-versa. Besides, consulates may come up in both Mumbai and Karachi. Vajpayee has already announced 20 scholarships to Pakistani students," offers Satish Nambiar, Director, United Services Institute.
Most important, post-Agra, the nuclear threat hovering over the sub-continent is likely to be reduced.
"But, for that, nuclear capability of the two countries must figure on the agenda for talks. And till now, nobody knows the actual agenda as also where the talks will lead," says Chari. <<

        rvikz,
We are not discussing here the Forex reserves,...actually,..mutual existance is the point...If GOD FORBID,..we have a nuclear showdown betweeen our countries,...How good will be FOREX or reserves,....No one will be alive in that region to use it anyway...
Also,....The time involved in attack and respond will be less than 10 minutes on both sides,.....By the time Russia or USA will know or see through their Sattelites,...Sub-continent will be burning in flames,...
Therefore,..Indian/Pakistani ECONOMICS depends upon onething,......mutual trust and peaceful co-existance....also,...All those foeiegn investment in India and Pakistan will be gone in afraction of seconds,....That's why, USA is pressuring India and Pakistan to sit and talk,...and resolve their differences,..before they come in and cooperate or invest more.....
The WHOLE WEST and USA know how un-predicatable Indian and Pakistani are for them........

India must prepare as pakistan is doing the samething,....And which is good for both countries to realise that,....what is at stakes here,...
If there wouldn't have been Nuclear weapons at the time of kargil,....There would have been a full blown war,....What kept India and Pakistan,..was only one thing,...Nuclear weapon,.....
            *****************************************
Look at India,...you may know by now,...India is surrounded by three enemies for sure,..alongwith one potential one,..Nepal.While Pakistan has just one on its eastern border,....That's all,...Two of four are nuclear powers,...China and Pakistan,...Bengladesh is Has a convential might only. Now the policy makers in India know very well,....By Ignoring Pakistan is not in the best interest of India...Also,..Unstable Pakistan will be the biggest threat to India too.....therefore,..the best thing to do is,..to solve problems,..which we both countries got since partition. We have no choice here,..or no alternative at all,....has to be done,...either slow or fast,...but something must happen to start comprehensive dialogues in future,...
Where as getting ready for worst,....Trust me,..when time comes comes,...readiness doesn't work,..in nuclear war,...May be in convential but not nuclear,...Just doing couple of excercises for own satisfaction and feeling good are ok,..In reality its a whole different game,..
Enemy shouldn't be or must not be under-estimted,.....If hitsory is the guide here,.......

It starts like,..."India is the most ancient and highly populous nation in the world. While India remains one of the world's poorest countries, it is also very rich in cultural diversity. Indians discriminate against each other on the basis of their age, gender, class, and ethnic/cultural background. Poverty is an acute and widespread condition for most of India's 395 million children. As of 1986, 50% of India's total population lives below the poverty line. In part, the cycle of poverty continues because close to two-thirds of the Indian people are living in poor, rural areas. India has the highest amount of child labor in the world, and furthermore, a low amount of educational achievement. Not all of India is poor, however. Rather, there is a large socio-economic gap between upper and lower classes based on remnants of the caste system, a system which is deeply embedded in Indian culture. The upper classes have greater access to wealth, health care, and education".

India cannot choose to ignore Musharraf's offer- Gujral

NEW DELHI, July 06 (Online): Former Indian Prime Minister Inder Kumar Gujral terming the no war pact offer by President Gen Musharraf as interesting said its an offer that New Delhi cannot choose to ignore.

Talking to CNN the former Indian PM hailing Gen Musharraf's no war pact offer said, " In principal, yes. We do not want war with Pakistan. We have never initiated a war with Pakistan and want to live in peace with our neighbours."

Gen Musharraf on Thursday had proposed a "no war pact" with India and said that Pakistan and India should put the peripheral issues aside and focus to resolve the Kashmir dispute.

He said president Gen Musharraf's offer is an interesting one and that New Delhi may not be able to ignore.

                              Hi everybody,

If these talks fail, india will be losers as usual. I mean india cannot afford Kashmir and siachen. Kashmir is bleeding india with their demoralised soldiers shooting each others in the dark. even there have been lots of succide cases. and the amount of the money spend on Kashmir is incredibly high.

Kashmir is the core issue for good relations. and good relations between both the countries can dramatically make both the countries economic powers.

and rivkz, plz wakeup from the fools paradise.
