The fine line between terrorism and diplomacy in Pakistan is becoming more evident. I guess with the everyday terrorists in the army so busy mismanaging the country, someone has got to pick up the slack.

Pakistani diplomat detained with powerful explosives:
KATHMANDU, April 12 (AFP) -
Nepal police late Thursday detained a Pakistani diplomat and his wife with 16 kilogrammes (35 pounds) of powerful RDX explosives in Kathmandu, a highly placed home ministry source said.
The source, who requested anonymity, said Pakistani embassy first secretary, Mohammad Arshad Cheema and his wife were detained and their statements were being recorded.
Earlier, the home ministry source said 25 kilogrammes (55 pounds) of RDX had been found.
The source said Cheema could be declared persona non-grata but would be held here until the investigation was completed and then expelled.
But Cheema was allegedly trying to leave Kathmandu Friday, sources said.
Cheema and his wife had been nabbed and detained from a rented house in the Nepalese capital where, according to neighbours, the downstairs flat was used as the office of a highway construction firm called "Sachel Engineering" which had a contract to maintain a stretch of highway near Pokhara, west of here.
Police said they had acted on a tipoff, but refused to name the source.
India has often accused Pakistans Inter Services Intelligence (ISI) of using Nepal as a base to route explosives like RDX into India.
It also blamed the hijacking of the Indian Airlines aircraft on Christmas Eve in December 1999 on the ISI.
During that time, police had raided a house of a Pakistani diplomat in Kathmandu and charged him with possessing counterfeit Indian currency. He was later deported.
"The latest incident is sure to put Nepal once more in the media spotlight and reinforce Indian public opinion that Nepal is being used a springboard by the ISI to mount attacks in India," a local internet newswire service, the Nepalnews.com said.
