The best thing to do in the World is try not to control Afghans. They are so self destructive, no body has ever controlled them.
Why Babur himself commented on their attitude in Babarnama.

    Strikes, Loya Jirga after Eid
US draws up plan to install Zahir Shah
    Naveed Miraj
    Updated on 12/18/2000 8:38:54 AM

ISLAMABAD - The Americans have finally jumped in to install King
Zahir Shah in Afghanistan, simultaneously convening a Loya Jirga
and making strikes in Afghanistan after Eidul Fitr.

Diplomatic sources told The Frontier Post Sunday that two high-ranking
Central Intelligence Agency (CIA) officials, Kathryn Cameron
Porter and James Edward Richie, visited Peshawar last month and
held "lavish" meetings with various Afghan leaders residing in
the city to give `final touches' to the plan.

The sources further said that the Americans were working on a
two-pronged strategy - keeping the Russian-backed leaders of
Northern Alliance away from the whole game and hitting Taliban
strongholds to crush the power of the ruling militia.

It has further been learnt that the US government wants to take
into confidence various Afghan leaders for supporting the Loya
Jirga to put in place the government of its own choice in Afghanistan.

"A meeting will be held in Washington D.C.

in order to discuss on performance and future line of action
of Loya Jirga wherein 12 Afghan elders will be selected from
various Afghan groups who will represent the whole of Afghanistan,
    acceptable to all the Afghans.

"After the meeting, a declaration will be issued by the US government
in favour of the ousted King Zahir Shah", said the sources.

"The American nationals and CIA personnel along with another
male foreigner arrived in Peshawar from Dubai and visited the
residence of Haji Abdul Haq, an Afghan commander of Hizb-i-Islami
(Khalis Group), brother of Haji Abdul Qadeer, a former governor
of Ningarhar, pro Northern Alliance leader currently residing
    in Hayatabad, Peshawar.

The sources said the delegation called on Haji Abdul Haq, his
brother Haji Din Muhammad, Maulana Abdul Hadi Shinwari and Syed
    Ishaq Gillani.

"The US nationals accompanied by haji Abdul Haq and Syed Ishaq
Gillani called on Haji Hayatullah, President, Council for Understanding
and National Unity of Afghanistan at the latter's office at the
    University Town, Peshawar.

Some other Afghan leaders were also present on the occasion.

On the second day in Peshawar, the US nationals called on various
Afghan commanders, leaders and elders at the residence of Haji
Abdul Haq, including Haji Ruhullah, Taqwa, Mullah Malang, Abdul
Raziq, Ghulam Mustafa Wardak, Mirza Khan Dillai and Hidayat Amin
Arsala,a former Afghan foreign minister (Rabbani government).

The diplomatic sources further said that the US delegation remained
in Peshawar and Islamabad for about a week.

The team reportedly called on Pakistan's secretary for the foreign
affairs and US ambassador to Pakistan.

"Both the US nationals in Peshawar stayed at Haji Abdul Haq's
residence, while the third foreign national left Islamabad for
Dubai." The US nationals had two meetings with Haji Abdul Haq.

The sources further revealed that on November 13, the two US
nationals left Peshawar for Afghanistan via Turkham and returned
    to Peshawar on November 17.

"In Afghanistan, they reportedly called on Maulvi Muhammad Younus
Khalis, Chief of Hizb-i-Islami at Jalalabad, Maulvi Wakil Ahmad
Mutwakil, Afghan Foreign Minister and other ruling Taliban leaders,
including Afghan Agriculture Minister in Kabul", informed the
    sources.

They went on to say that during their visit, they reportedly
discussed various aspects for the settlement of Afghan issue,
got opinion from various Afghan leaders besides discussing the
    importance of Loya Jirga.
