    US Congressman urges suspension of sanctions against India

    Washington, September 10: Democratic Congressman Frank Pallone has urged the US Congress to suspend sanctions against India, imposed after last year’s Pokhran nuclear tests, but demanded retaining of the Pressler Amendment, which bars military aid to Pakistan, saying Islamabad is prone to creating “instability” in South Asia.

    Addressing a joint sitting of the House of Representatives and Senate on Thursday, Pallone sought to draw a distinction between India and Pakistan, particularly in the nuclear proliferation field, saying Islamabad has been implicated of proliferation of nuclear weapon and missile technology. Pallone stressed that US priority should be to promote stability and economic opportunities in South Asia. The best way to do that is to lift the sanctions imposed as per the Glenn Amendment, to restore the growing economic relationship between the US and India, he said.

    The Congressman pointed out that India’s huge middle class represents a significant market for American goods and services and added, “the sanctions restrict our ability to participate in this emerging market”. In reference to Pakistan, Pallone cited the recent intrusion by its forces in Kargil and said Islamabad “promotes regional instability”.

    Pallone pointed out the Kargil conflict had grabbed the world’s attention since both the neighbours possessed nuclear weapons. “Fortunately, India responded in a restrained and responsible way, using measured and appropriate force to protect its territory without precipitating a wider war,” he said. Accusing Pakistan of being engaged in “hostile, destabilising activities against its neighbours”, Pallone said, “it is clear that Pakistan is the country that promoted instability in the recent (Kargil) conflict, as they have so often done in the past”.
