    Reference letter appearing the other day in Frontier Post from Latif Qureshi Lahore referring to some advertisement appearing in press from Station Headquarters Lahore Cantt informing the public about some housing schemes fell under the restricted area of Lahore Cantonment and that those named schemes have not obtained necessary NOCs from relevant authorities. Latif Qureshi wastes his energy showing his unnecessary regrets that the Cantonment Board has published its this public notice advertisement after advertisements of these schemes had been coming in press for the last two years and thousands of common men have applied, paid monies, infrastructure laid down etc. He raises a stupid question will the Station Headquarters clarify as to why it kept silent when these developments were taking place and billions of rupees were invested by the public.

    I have myself not seen any but only through his column by Brig ® Soulat Mirza appeared in an Urdu daily on 27 August 2004 I came to know that NAB under it campaign against corruption is releasing Public Awareness advertisements. In this series NAB has released some Guidelines for the public concerning cooperative and housing societies. What are these guidelines is not a point here.

    In 1993 an advertisement started coming in the newspapers for allotment of plots in a housing scheme location shown “near Islamabad”. The advertisement quoted a reference and its date as stated therein as approval (or perhaps NOC) having been obtained by the advertisers form the Rawalpindi Development Authority (RDA). Before reading further keep it in mind this advertisement came in 1993. Seeing the RDA reference of approval or NOC as usual people trusted, applied and kept on paying progressive installments. Address of the scheme owners was of an Islamabad Bungalow. The advertisers later shifted their office from posh Islamabad locality to Chakri Road Rawalpindi and changed and re-changed company name. Seeing no substantial site development in years allottees started approaching the RDA but it did not give any reply. When someone approached the Punjab Ombudsman, came the first response from RDA that in 1992 through a public advertisement it warned public not to investment in this scheme. When a question was raised that RDA warned people in 1992 whereas advertisers advertised in 1993 giving a very fresh 1993 RDA reference why RDA then in 1993 did not through some public advertisement immediately warned public that it had not issued any approval (or NOC) for the project and that the owner’s claim was wrong. The reply from RDA was that in 2000 (after 7 years of public having invested) through another advertisement it did so.

    Punjab Ombudsman referred the matter to the Dy. Commissioner Rawalpindi who in his written investigation report submitted that both the housing scheme as well its owners were fraud. The most interesting is after finding it fraud neither the DC nor the Punjab Ombudsman did mention even a single word in their Report/Decision respectively that after having been established a fraud what action they were ordering to apprehend the fraud people and save the innocent people. Some affectees also wrote to NBA enclosing therewith copies of DC Investigation report but never got any response from NBA even an acknowledgment.

    So Latif Qureshi should not be ungrateful. He should be thankful to God that in this case the concerned informed the public in as early as just in 2 years and not like MDA after 7 years.
