    Paint.net

    "Paint.NET is image and photo manipulation software designed to be used on computers that run Windows XP or 2000. Paint.NET is jointly developed at Washington State University with additional help from Microsoft, and is meant to be a free replacement for the MS Paint software that comes with all Windows operating systems."

    System Requirements:
    600MHz processor (800MHz recommended)
    128MB RAM (256MB recommended)
    .NET Framework 1.1
    Windows 2000/XP SP1/SP2

    This is not a bad tool at all. I really like how smoothly they combined the old MS Paint GUI with a whole bunch of new features. Paint has freaking layers (fianlly!) and also offers a small number of special effects e.g blur and red-eye removal. However I loved "undo history window" and "Recoloring". I'll be surprised if this doesn't get bundled with LongHorn next year.

    what is framework.net? should i install it or not?

      .NET Framework is essentially a Microsoft specific code engine. It will interpret and run software developed in various proprietary computer programming languages (C#, C++, Visual Basic etc). Paint.net was coded using C#, so yes .net framework is a required install
