This is not meant to be a joke.
But, why not consider not educating them at all? Create SEX as an EVIL act, and if they were to ever do or learn about this SEX thing, that they will somehow suffer. Kids will automatically learn about this, as they grow up (without the promotion of TV, radio, or other forms of media). To create SEX as distateful and disgusting for children is really the way it should be brought about.
Really, if you recall the phrase "what you don't know, sometimes is better for you", can apply in this.
By teaching SEX, just has kids getting more interested in learning it, and perhaps EXPERIMENTING with it.
Really, why is it important to teach kids about Sex at a young age? If you know that they will not be needing/requiring sex at that age, why teach them? Naturally, man learns about sex. Do you have to teach animals about sex for them to perform it? No, not in usual circumstances. Although, we're not animals (in direct contrast), but we are very well similar.
If you learn about music, you want to hear music to learn about it. You want to learn math, you have to practice math to really learn it. The same should ideally apply. Most kids won't understand sex until it is experimented with.
